Academic background Degree in Civil Engineering from the University of Cantabria.

Career path He has extensive experience in infrastructure, transportation, and railway management in both the public and private sectors.

Between 2020 and 2024, he served as Deputy Minister of Infrastructure and Transport of the Basque Government, a position through which he participated in the main management and planning bodies of the Basque Country’s mobility and infrastructure system. During this period, he was a board member of Red Ferroviaria Vasca – Euskal Trenbide Sarea and Ferrocarriles Vascos – Eusko Trenbideak, as well as Vice President of Metro Bilbao and a member of the boards of directors of the ports of Bilbao and Pasajes, in addition to various logistics platforms and transport authorities.

Previously, he held executive and management positions at leading construction and engineering companies, including Fhimasa Ingeniería y Arquitectura, Construcciones Balzola, Exbasa Obras y Servicios, Construcciones Amenabar, and Ferrovial.
